There is a driver in Vacaville who goes 35 in the 45 mph zone, 35 in the 25 mph zone and 15 when the road slopes at any grade downward and around curves, even if the curves say 40 mph.

I am pretty certain this person was possessed by an evil spirit. Or his car was. I'm not sure. Either way, it was a minor inconvenience being stuck behind him for 3.0 miles.
